It's not necessary to create some idea then go looking for it, chances are life won't unfold that way. Though a narritive of fiction, to me this could be a caricatured view of: members of the Pentagon team taking a proposed instrument from research and development out for a test run prior to deploying to Iraq, top priority: locate those illusive weapons of mass destruction, the cost is a dimminished budget for weapons of mass instruction (education). Look, if art can't be fun than one may be missing half the point!
