Plates are still very common. The digital part just bypassing the old method of stripping film and manually burning plates. Instead of using an image setter to produce film the image is printed to a plate imaging machine. What you're talking about is printing the file directly to the press blanket, which only a handful of places do... but someday that will be the thing. (can you tell I work at a print shop?)
The council wants a handful of "special" prints to auction along with selling retail prints. I think I may get lithos done, they can sell the Artist's Proofs at the auction and have an open edition of the remainder. That's an honest way to do it.
