Jan Nagtegaal is a Dutch artist (1920-2000) who is known for his still life pictures as well as outdoor scenes. Well known auction companies, such as Sotheby's have handled his works. You may want to get this appraised by a reputable appraiser. (But be wary of any appraisal firm that wants to "buy" your painting, because this is a conflict of interest.) If it is indeed authentic, and you wish to sell it, then I would contact a high end auction house to handle it. His artwork, in my opinion, is fantastic!
