It would be worth contacting the Gallery to see if they are interested in purchasing your piece to add to their collection. Cleaning a piece of artwork always will affect the value and unless you have already had it cleaned, I wouldn't recommend doing so, because as it can sometimes increase the value of a piece, it can also decrease it, if not properly done. If it truly needs cleaning then I am sure that the National Gallery of Art has its own firm which they use. Good luck!
