Any federal money tied to the arts seems parasitically tied to other social service causes too, which dilutes the potential of art in our culture.

The grants to get that money are contrived all sorts of ways to appeal to the homeless, the helpless, the children, the less fortunate,... indirectly making the public perception of art as a sort of glorified charity.
