The problem I see is having an actual physical space where you can stage individual art shows. In other words, I think there needs to be an alternative space where artists NOT in the town's mainline interests can show for free, if possible.

I've watched at least two new galleries come into existence in my own town, and here's what happens:

(1) They start out with a very open mind and a clean open look receptive to viewing art conscientiously,

(2) They can't attract an audience, so they gradually become cluttered with a department store array of crafted jewelry and things they find people are more likely to buy in that community.

I hate it. A gallery is forced to become gutless because the true art audience somehow cannot be reached, but I do believe that it exists in every town. Again, you have to have the space and have it all the time open and somehow supported for those artists with the most unique creative styles, not necessarily what the town folk buy, but what the artfolk of that town might appreciate looking at as an exercise in cultural awareness.

Inbreeding, yes, is always the issue. This breeds bias, favoritism, and the priviledged few.
