The Cleveland Art Museum provides a free verification service to members. You may want to see if your local art museum provides a similar service. They won't tell you the value, but will authenicate it using various techniques of examination: the paint, canvas, painting techniques that are known to have been used by Sir Winston. Usually the museums hire currators who have this experience to insure their purchases are authentic.
