This isn't the way bin Laden's views have been described.
Terrorists often claim responsibility for their actions; unlike most criminals, terrorists want people to know who attacked them and why. bin Laden was not afraid to have it known that he was pleased that the attacks occurred. I think his reluctance to claim responsibility for these attacks is more likely due, not to his fear of US reprisal, but fear that no country would continue to harbour him and his group, if he admitted his guilt.
It does not seem particularly outrageous to me that someone would record a meeting between bin Laden's group, and their visiting Saudi supporters. These are not people who feel that their views are wrong, or that their actions are crimes.
The question really isn't 'would they have made such a recording' but, is THIS particular recording authentic?
I don't think that our speculation on this matter will help to answer that question.
