Being a US citizen and looking overseas to overtly (as opposed to the way we do it) despotic governments, it is easy to make a distinction between the military dictators who openly lord it over a submissive and unarmed populace and the civilians themselves who are crushed under that military's rule.

However, when someone from over there looks to the United States, where we have proudly declared that our government is a government by the people, of the people, and for the people, can it be difficult to understand why that might be readily interpreted as meaning that the civilian elements of our population share in the responsibility for the actions of their elected officials and their military? You see, here in America, we civilians are the government!

I would caution anyone looking for a perfect and balanced world to seek it in some further distant corner of the universe. On Earth you will be incomparably lucky if you find a perfect and balanced moment.
