Leo Whelan was a first cousin of mine(twice-removed). He was a well known Dublin artist specializing in portraits. I have a print of a mother and child that he painted about that time. He presented the original to the Pope in 1932(?)It was titled "The Blessed Virgin Mary: Queen of Ireland". Yours is most likely an other subject.
